In most cases of minor nuisance or anti-social behaviour we encourage you to discuss this with your neighbour either at the time or the next day. Alternatively, we have included some friendly postcards in your welcome pack that you can use to drop them a message or you can collect these from our office.
If you have tried this approach and are still having issues or if you feel that you can’t talk to your neighbour or it’s a sensitive issue you can contact us and we will contact the tenant about their behaviour. We will work with you and others to try to resolve problems.
You can report anti-social behavior to us by using any of the following methods:
Criminal Behaviour Including Drug Issues
Any issues of a criminal nature should be reported to the police in the first instance.
If you are concerned about your safety or the safety of someone else, you must contact the Police immediately.
Once it has been reported to the Police, please contact us with the details of the incident, the police log number and officers name. We will then make a decision whether action can be taken by us.

Domestic Abuse
This is a criminal offence and we would encourage you report this to the Police immediately, you must also let them know if you are concerned about your safety, or that of others.
Domestic Abuse is the use of power for one person to control another in a family or intimate relationship. The abuse can take many forms; for example, physical, psychological, emotional or sexual. It can also include frightening or abusing you or your children – or damaging your property.
If you disclose Domestic Abuse to Lumen then our team can support you with this.
Hate Crime
A hate crime is any crime which is perceived by the victim or anyone else, to be motivated by a hostility or prejudice towards someone because of:
- disability
- gender identity
- race or ethnic origin
- religion or belief including lack of belief/religion
- sexual orientation
- Gender
- Age
This is a criminal offence and we are a third party reporting centre.
You need to report incidents to the Police immediately, you must also let them know if you are concerned about your safety, or that of others.
Once it has been reported to the police, please contact us or complete the online ‘ASB report an incident of ASB’ form highlighting the details of the incident, the police incident number and the officers name. We will then make a decision whether action can be taken by us.

Hate Incident
A hate incident is a non-crime incident, but can feel like a crime to those who suffer from an incident like this. Just as a hate crime, it is an incident which is perceived by the victim or anyone else, to be motivated by a hostility or prejudice towards someone for the same reasons as a hate crime.
The Police can only prosecute if the law is broken, but they can work with partners in the community and with offenders to try and prevent these types of incidents happening.
Reporting hate crimes and hate incidents
Everyone has the right to live without fear and harassment and so it is really important that you report a hate crime or incident. This is whether you have been a victim, a witness or you are reporting on behalf of someone else, for example a friend, family member or for one of your employees at work.
We all have a duty to keep our community safe and unless we know what is happening we can’t do anything about it. Reporting does make a difference and you can stop it happening to someone else. You will also help the Police to understand the level of hate crime and incidents in our local area and improve the way they respond to them.
Hate crime and incidents should be reported to the police – hate crime is a criminal offence
Lumen Housing can also make reports of hate crimes or incidents on your behalf, or support you to do this.
Where the police are investigating a hate crime incident, they will be the lead agency and Lumen Housing will work with them to ensure appropriate and timely responses to requests for support and action.
Lumen Housing will utilise all of the tools available to manage cases of hate crime. These are detailed in our Anti-social Behaviour policy.
