Warm and Healthy Homes Scheme Funded by Cadent
Through the Cadent Foundation’s Winter Support Fund from 1st October 2024 we are able to support tenants to apply for energy and food support to people living in the most vulnerable situations.
Eligibility Criteria
- Applicants must live within the Blackpool Council area
- The applicant should be living in Fuel Poverty (low household income and/or energy inefficient property)
- Applications can only be made by a professional or organisation that is working with or supporting them.
- We can only accept 1 application per address
You will be able to apply for one voucher per household, either energy or supermarket. Supermarket vouchers cannot be used for alcohol, lottery or Tabaco products. In addition to the voucher applicants can choose 1 item from the winter essential items, this includes things like duvets, oil filled radiators, air fryer, slow cooker etc..

Utilities Priority Services Register
More than TWO MILLION people in the North West are eligible but have not signed up to a vital emergency support register.
It is Completely free to join, being on the register means the utility companies know where you are, and can help you quickly, when there is an outage or other issue.
You are eligible to join the Priority Services Register if you or others in your household:
- Use medical equipment reliant on electricity or water
- Are pregnant, or living with children under five years of age
- Are blind, or partially sighted
- Are deaf, or hard of hearing
- Have a chronic illness
- Have anxiety, depression, or any mental health condition
- Have a disability
- Are of a pensionable age
- Have a loss of impairment of smell
- Need documents translated into another format or language
- Temporarily need extra support due to life changes, such as post hospital recovery or bereavement.

Warm Home Discount scheme
You could get money off your electricity bill for winter 2024/2025 under the Warm Home Discount Scheme. The scheme will reopen again in October 2024.
The money is not paid to you – it’s a one-off discount on your electricity bill. You may be able to get the discount on your gas bill instead if your supplier provides you with both gas and electricity and you’re eligible.

National concessionary fuel scheme
You could get free solid fuel or a cash allowance for fuel if you’re an ex-employee of the National Coal Board (NCB) or British Coal Corporation (BCC).
You need to qualify to get the fuel allowance through the National Concessionary Fuel Scheme (NCFS), and you can only get the cash allowance if you’re already getting fuel through the scheme.
